To address directors’ concerns about the lack of qualified substitute teachers as a barrier to releasing staff for professional development activities, MECC is developing a Substitute Handbook and a companion handbook for early care and education. The next steps include hiring a part-time Substitute Coordinator who will recruit, train, and deploy qualified substitutes.
