In civil actions and small claims, residents can file their own complaints or initiate action without the assistance of an attorney. Court clerks cannot give legal advice, but some actions can be handled by filling out forms available from the clerks in cases such as restraining orders, name changes, money damages/demands, forcible entry, and detention.
